| PSE-Operator SA (Transmission System Operator) has concluded with WINUEL SA (Sygnity Group) a contract for functional expansion and modernization of the Electric Energy Market Information Technology System (SIRE). The contract is valid by November 2010, and its total net value amounts to PLN 19 142 000,00
The contract encompasses modification of SIRE stemming from the changes of legal provisions and requirements of international organizations of which PSE-Operator S.A. is a member. An important element of the contract are also changes in software resulting from the evolution of the requirements of users within the scope of ergonomy, efficiency and safety of system operation. As part of the concluded development contract, the contractor undertakes to develop the software updating the existing system modules and creating new ones, according to additional needs. The works will be carried out as part of orders and include designing, carrying out and implementing the changes in the IT system PSE-Operator. The most important development tasks in the nearest future will result from the update of Instructions on Transfer and Use of Distribution Network. The changes concern all processes carried out by the Transmission System Operator, starting from the offering process of energy purchase or sale on the balancing market, through registration of contracts to the settlement process. The changes will influence the whole functional scope of the SIRE system. The significant part of the changes will come into force on 1 January 2009.
More about the functionality of SIRE system (technological predecessor of zSIRE system)
In 2001, just after specifying the rules of operation of a daily energy market, WINUEL created SIRE system to support the market. It was also necessary to prepare IT standards for the market in the process of development and implementation of systems for communication with its users. WINUEL developed and implemented the following systems: for the exchange of trade information - WIRE and technical information - SOWE. The SIRE system was one of the basic systems used by the Transmission System Operator to manage the system electric energy market in Poland as well as in cross-border transactions. The system has been in use uninterruptedly since September 2001. The SIRE system, used by PSE-Operator SA, was created mainly for the purposes of entering daily and hourly settlements in power engineering (previously, the settlements were made monthly). The system supports all technical and trade processes taking place on the balancing market, starting from collecting offers, interactive planning, scheduling, physical execution of contracts, up to quantitative and qualitative settlement of the active electric energy market and technical market. Due to the system operation, the time in the power industry has sped up and has become a new and highly regarded value. The project for PSE SA encompassed developing a system for handling the balancing market from scratch, creating communication infrastructure and internal systems for energy market participants.
At the end of 2007, after 6 years of SIRE (Electric Energy Market Information Technology System) system’s operation, WINUEL implemented a functionally new version of the software – zSIRE, which is a functional and technological extension of the current system supporting the operation of balancing segment of the energy market.
