| Sygnity S.A., in consortium with it subsidiaries Winuel SA, Geomar SA and KPG Sp. z o. o., signed in Warsaw an agreement with Marshal Office for supply and installation of essential equipment together with software in order to create Commune and District Space Planning System for Mazowieckie Province (Mazowiecki System Informacji Przestrzennej Gmin i Powiatów – MSIP-GPW). In addition to that Sygnity will perform trainings for future users. Estimated net value of the contract amounts to PLN 7.2 million.
System will be executed for the Office of the Surveyor of the Mazowieckie Province (Biuro Geodety Województwa Mazowieckiego). System called MSIP-GPW will be operational at all levels of local administration in Mazowieckie Province. Its primary task is supporting activities of local administration organisational units. This objective will be achieved by electronic document circulation and systems of accessing and exchange of information on objects, processes and phenomena (existing, under preparation or anticipated) in its space reference. Another task of MSIP-GPW is also – thanks to computerisation – improvement of services for citizens and entrepreneurs.
Project will result in creating of infrastructure allowing for accessing and efficient use by local administration units of Mazowieckie Province of space planning information from public registers and other data banks run by this administration, such as: ground and real estate registration or infrastructure and territorial development network registration as well as real estate numbering.
Consortium will implement applications developed to register electronically streets and real estate numbering, space planning plans and space planning studies, subjects and proceedings in environment protection. What is the most important for Mazowieckie citizens, projects anticipates creation of electronic Citizen Servicing System (EOO), which is supposed to improve contacts: office – citizen and office – entrepreneur. Electronic document circulation system together with electronic signature will improve correspondence registration, case registration ant control of their punctuality, flow of information among organisational units of local administration of various levels, and will improve quality of decisions taken.
Digital data bases in Mazowieckie Province will cover the following sectors: environment, agriculture, infrastructure, companies, population, education, sport infrastructure, culture, tourism, health, and public security. Districts and communes participating in project will access common Topographical Data Base. digitalisation will cover basic maps and supplement for data base of Land and Real Estate Registration run by geodesy and cartography services taking part in the project.
After completing of implementation all data bases in Mazowieckie will be accessible through one portal, and these data will be much more coherent and harmonised. Data gathered by MSIP-GPW will support citizens, both in their private as well as in professional life. It will possible to communicate with the office, acquire information on space planning plans, education unit locations or healthcare centres on-line. MSIP-GPW will support every-day work of developers, real estate managers, planners, architects and geodesists. It may also become important source of information for domestic and foreign investors, seeking data on space planning of specific piece of land, information on land development or land and real estate numbering, as well as street network. Also clerks will enjoy with faster access to greater amount of data. Introduction of electronic document circulation system should significantly improve punctuation of circulation of cases among communes, districts and province. And this should result in faster decision-making.
Realisation of this preliminary project involves units of local administration from Mazowieckie Province, with leading Mazowieckie Regional Administration and partners: Mińsk District, Płock District, Radom District, Mława Municipality, Ostrołęka Municipality as well as Mrozy Commune and Jedlińsk Commune. Project foresees further extension of the system for another units.
Investment is being implemented within a framework of project “System of Space Planning Information for Mazowieckie Communes and Districts co-operating with the province”, co-financed from the European Regional Development Fund – Priority 1 ZPORR (Integrated Regional Development Operational Programme) – Extension and modernisation of infrastructure for strengthening competitiveness of regions, measure 1.5 ZPORR – Information Society Infrastructure.
